Restricting logging during bird nesting season
Obligations and restrictions will be added to the Forest Act and the Nature Conservation Act to safeguard bird nesting in forestry. Timber harvesting will be prohibited during the bird nesting season in lush deciduous-dominated forests, spruce mires and riparian forests, and trees important to birds must be retained during logging.

Easier smoking bans in housing companies
Housing companies would be granted the right to ban smoking on residents' balconies and in apartments by their own decision without a municipal permit process. At the same time, the sale of CBD and certain other cannabinoids in tobacco products and tobacco substitutes would be prohibited.

Bans on keeping animals imposed for animal welfare offences will be lengthened and their imposition will become the general rule also for basic offences. Violating a ban on keeping animals may result in imprisonment.

Restricting nicotine pouch sales and use
Nicotine pouches will be brought under the scope of the Tobacco Act, making their retail sale subject to a licence and introducing a maximum nicotine limit. Only mint and menthol flavours will be permitted in the products, and the possession of all tobacco substitutes will be prohibited for persons under 18 years of age.

Information provided in declarations for excise duty purposes will not be permitted to be used to investigate or prosecute other offences, such as smuggling. Following the change, evading taxes on illegally imported products can once again be penalised as tax fraud without being prevented by the privilege against self-incrimination.

Opportunities for local bargaining will be expanded so that companies that do not belong to employer associations can also make use of the flexibility provisions in generally applicable collective agreements.
