Scrappage incentive for passenger cars
The state will introduce a temporary scrappage incentive for buyers of new passenger cars in 2026 and 2027. A private individual will be able to receive 2,000 to 2,500 euros in support to purchase a new low-emission or zero-emission car when simultaneously taking a car that is at least 10 years old to be scrapped.

Organising supervision of critical raw materials
Finland will introduce official duties and supervisory responsibilities under the EU Critical Raw Materials Regulation. Authorities will supervise labelling on products containing magnets, and mining sector operators will be required to investigate the raw material potential of their extractive waste.

Regulating short-term rentals and energy efficiency
An annual limit of 90 days will be set for the short-term rental of an unoccupied home in local detailed plan areas, exceeding which will require a building permit. At the same time, provisions on zero-emission buildings and energy efficiency in line with EU directives will be added to the act.

Boosting recycling and separate waste collection
The legislative reform tightens waste recycling targets and extends sorting and separate collection obligations for residential properties. The transport of separately collected waste will become the responsibility of the municipality, and the cost liability of packaging producers will be increased.

Low-emission car subsidies and scrapping premium
Private individuals can receive state aid to purchase an electric car, to convert a car to run on gas or ethanol, and to scrap an old car when purchasing a new low-emission vehicle. The subsidies aim to accelerate the reduction of transport emissions and renew the vehicle fleet.

Introducing recycling rules for large ships
Legislation supplementing EU rules will be introduced in Finland to ensure the safe and environmentally sound dismantling of large ships. The acts define the authorities supervising ship recycling and the penalties to be imposed for breaches of the rules.
