Revoking student permits over social assistance
The residence permit of a student from outside the EU may be revoked or not renewed if they resort to social assistance in Finland. Students are required to support themselves on their own income or assets for the entire duration of their studies.

Aligning customs legislation with EU rules
A new Customs Act will be enacted in Finland to align national provisions with reformed EU customs legislation. Customs dealings will officially be conducted primarily in electronic form, and the powers of authorities will be clarified.

Opening air services to Vietnam
Finland and Vietnam agree on the conditions and traffic rights for air links between the two countries. The arrangement enables the launch of regular scheduled air traffic between the countries.

Correcting conditions for extended residence permits
Endangering public health will continue not to prevent obtaining an extended residence permit if the other requirements for the permit are met. A provision accidentally omitted in an earlier legislative amendment will be reinstated in the act.

Tightening student residence and family reunification
Students coming from outside the EU and EEA would no longer be able to bring their families to Finland when their studies begin, but would first have to reside in the country for at least one year. At the same time, sufficient language proficiency would be made a requirement for a student's residence permit, and income thresholds would be laid down directly by decree.
