Reforming integration and language training services
Integration and language training services will be reformed by emphasising immigrants' personal responsibility, language learning and employment. Funding for the services will be consolidated into a single channel within the central government transfers to municipalities for basic public services, and the system will be streamlined to achieve savings.

Shortening the integration compensation period
The state will shorten the period for integration compensation paid to municipalities and wellbeing services counties by one year, and lower the upper age limit for support for unaccompanied minors to 23 years. In addition, an immigrant may be charged a fee if they fail to attend a booked appointment and interpreting costs are incurred.

Increasing central government transfers to municipalities
The central government transfer rate for basic municipal public services will be raised to 25.02 per cent from the beginning of 2025. The increase covers in particular the provision of public employment services (TE services) and integration duties transferred from the state to municipalities.

Managing EU home affairs funding
Finland will introduce rules for managing EU home affairs funds for the 2021–2027 programming period. Funding will be directed towards asylum, migration, border security and internal security measures.

Child home care allowance residence requirement
Eligibility for child home care allowance will require at least three years of residence in Finland, and the allowance will be paid only to a parent who personally provides the primary care for the child. The change encourages immigrant families to enrol children in early childhood education and care and to access integration services and the labour market.

Reforming adult basic and literacy education
Basic education for adults and persons past compulsory school age, preparatory education and literacy instruction will be combined into a single coherent educational path. The reform will clarify studies and speed up immigrants' transition to further education and working life.
