    Penalties for illicit movement of cultural goods

    Finnish Customs will be granted the right to impose a penalty fee for bringing or moving cultural goods into the customs territory of the EU if the goods were exported unlawfully from their country of origin. The fee may also be imposed in situations where the goods are merely transported through Finland or held in a customs warehouse.

    The rules governing the export of items belonging to the national cultural heritage will be reformed to protect national treasures. Exporting valuable cultural goods defined by law from Finland will require an export permit from the Finnish Heritage Agency or the Finnish National Gallery.

    The return from Finland of national treasures and other cultural objects unlawfully removed from EU countries will be made more effective. The return of an object removed from another member state can be claimed in more cases than before and within a longer time limit.
