Strengthening supervision of underpayment
The occupational safety and health authority will be able to oblige an employer to pay an employee the minimum wage under a generally applicable collective agreement, enforced with a conditional fine. In addition, the authority must report detected offences of fraud and usury to the police and serious workplace indoor air problems to the municipality.

Digitalising housing company renovation and loan data
Renovation and loan data of housing companies will be transferred to the electronic residential and commercial property information system in a machine-readable format. The reform will speed up access to information in property transactions and incorporate housing company loans into the positive credit register.

Facilitating housing company redevelopment
Housing companies would be able to decide on demolishing an old building and constructing a new one by a four-fifths qualified majority instead of requiring the unanimity of all shareholders. A shareholder opposing the project would have the right to have their shares redeemed at fair market value.

Preventing reindeer border crossings
Finland and Norway will renew the bilateral reindeer fence agreement to prevent unauthorised border crossings by reindeer. At the same time, procedures for investigating and compensating for damage caused by reindeer will be expedited.
