Adjusting municipal basic services transfers
The central government transfer rate for municipal basic public services will be increased, and municipalities will be compensated for revenue losses arising from changes to tax bases. At the same time, annual index adjustments to central government transfers will be frozen for the years 2016–2019.

Specifying municipal transitional equalisation
The transitional equalisation relating to the reform of central government transfers to municipalities for basic public services is specified in the act. The amendment ensures that equalisations during the transitional period are cost-neutral between the central government and municipalities.
