Restricting activation plans for rehabilitative work
Activation plans for rehabilitative work activities will only be drawn up for unemployed persons whose primary income is social assistance. For recipients of unemployment benefits, services will be organised according to individual need through a multidisciplinary employment plan.

Participants in rehabilitative work activities will always be guaranteed individual support and guidance. At the same time, municipalities will be given the option to purchase this support and guidance from private companies as well.

Clarifying social assistance transfer practices
As basic social assistance is transferred to Kela, the division of work between Kela and municipalities, the forwarding of applications and the exchange of information will be clarified. At the same time, electronic payment commitments for pharmacies and the electronic transfer of rental data will be introduced.

Securing accident cover for special groups
Statutory occupational accident and occupational disease insurance will be secured for family carers, informal carers and participants in work activities. Municipalities will be required to insure these groups not in an employment relationship in the same way as employees.
