Abolishing statutory bakery night-work supplements
The separate Bakery Work Act for the bakery sector will be repealed in March 2025. This removes bakery workers' statutory 100 per cent night-work supplement, and compensation for night work will be agreed in collective agreements as in other sectors.

Clarifying ministry practices and regulatory evaluation
The status of the Finnish Council of Regulatory Impact Assessment will be established in law, and uniform ground rules will be created for internal duty assignments within ministries. At the same time, releasing the Government's own archive materials for scientific research will be clarified.

Postponing the Disability Services Act
The entry into force of the new Act on Disability Services and related acts will be postponed until the beginning of 2025. During the postponement, the scope of application of the act will be specified and its impacts reassessed.

Technical update of appeal provisions
References to the old Administrative Judicial Procedure Act in acts within the administrative branch of the Ministry of Finance will be replaced with references to the new Act on Judicial Proceedings in Administrative Matters. At the same time, provisions that will be laid down directly in the new general act will be removed from the acts.
