Deportation decisions will be enforceable faster than at present, and lodging an appeal will no longer automatically prevent removal from the country. In addition, an entry ban can be imposed on a person posing a security threat before they enter the country.

The right of adult undocumented migrants residing in Finland to non-urgent public healthcare will be restricted. The right to urgent care, pregnancy-related services and healthcare for children will remain unchanged.

Finland is reforming its immigration and asylum legislation in line with the EU Pact on Migration and Asylum. The reform tightens asylum procedures, speeds up the processing of applications, and makes the removal of rejected applicants more efficient.

Extending the instrumentalised migration act
Finland will extend the validity of the exceptional act that allows restricting the reception of asylum applications at the border where necessary to combat instrumentalised migration. The act will remain in force until the end of 2028 without substantive changes.

Stricter detention and entry bans
The Aliens Act would be tightened to make removals from the country more effective and to improve security. Detention periods for persons staying illegally in the country will be extended and entry bans will be toughened.

Threat-based criminal intelligence powers
The Finnish Border Guard would be granted the right to covertly gather information on serious security threats before a concrete offence has occurred or there is specific suspicion of one. The new methods of intelligence gathering aim to tackle organised crime related in particular to illegal immigration and human trafficking.

Stricter penalties for breaching entry bans
Entering Finland in breach of an active entry ban can result in a prison sentence. Offences will move from police fine proceedings directly to court proceedings.

Speeding up deportation of criminals
The deportation of foreign nationals who have committed crimes or who endanger public security will be expedited. A deportation decision can be enforced before the appeal process has become final, unless a court separately prohibits enforcement.
