Permanent eastern border lorry queuing system
A permanent advance booking and queuing system for freight traffic will be established for road border crossing points between Finland and Russia. The system will smooth border crossings and enable automatic reading of vehicle registration plates.

Remote road association meetings and pilotage
Road associations will be able to permit participation in meetings by remote connection without a separate amendment to their rules. At the same time, temporary flexibilities will be introduced for maritime pilotage licences during the coronavirus pandemic.

Clarifying road traffic and vehicle rules
The new Road Traffic Act and related acts are corrected and supplemented before their entry into force in June 2020. Provisions on, among other things, long vehicle combinations, heavy snowmobiles and special transports are added to the act.

Transfer of road traffic telematics
The road traffic management telematics tasks of the Southeast Finland ELY Centre (Centre for Economic Development, Transport and the Environment) and the personnel performing them will be transferred to a state-owned traffic management company. The reform will standardise the maintenance of telematics systems and clarify managerial responsibility.

Reforming transport and communications agencies
State agencies in the transport and communications sector will be merged into Traficom (the Finnish Transport and Communications Agency). The Finnish Transport Agency's name will change to the Finnish Transport Infrastructure Agency, and it will focus on maintaining and developing roads, railways and waterways.

Transferring traffic control to a state company
The maritime, rail and road traffic control operations of the Finnish Transport Agency are to be converted into a wholly state-owned limited liability company. The reform aims to accelerate the utilisation of traffic data in new digital services.
