Easier smoking bans in housing companies
Housing companies would be granted the right to ban smoking on residents' balconies and in apartments by their own decision without a municipal permit process. At the same time, the sale of CBD and certain other cannabinoids in tobacco products and tobacco substitutes would be prohibited.

Abolishing regional sports councils

Fisheries obligations for old hydropower plants
Old hydropower plants may in future be subject to fisheries obligations, such as constructing fishways or paying fisheries fees, even if their permits do not already include them. The aim of the amendment is to revive migratory fish stocks and promote aquatic biodiversity.

Facilitating international medical assistance
Foreign health care professionals will be able to come to Finland to assist during severe crises and disruptions without a Finnish licence to practise or registration. The change will make it possible to receive international medical assistance quickly, for example during states of emergency or major accidents.

Centralising and streamlining environmental permits
Environmental permit and assessment procedures will be brought together under the new national Licensing and Supervisory Agency, allowing different permits to be processed at once in the same place. The reform will accelerate and streamline permitting for investments and extend the priority processing of green transition projects.
