Lowering consumer credit interest caps
The interest rate cap on consumer credit will be lowered and new restrictions will be placed on credit marketing to curb over-indebtedness. In online shops, paying by invoice will require strong customer authentication, and payment methods involving credit may no longer be offered as the default option.

Shortening retention periods for payment defaults
An entry of a payment default will be removed from credit records within one month of the debt being paid in full. In addition, a new entry will no longer extend the retention period of earlier payment defaults.

Legislation on payment fraud and other offences involving payment instruments will be tightened. Clear provisions covering offences related to digital payment methods and virtual currencies will also be added to the Criminal Code.

Consumer liability for card misuse will decrease and surcharges for using the most common payment cards will be prohibited.

Implementing card payment interchange fee regulation
National supervision and sanctions will be established for the EU caps and rules on card payment interchange fees. The Financial Supervisory Authority will supervise compliance with the rules, and merchants will be provided with an out-of-court dispute resolution mechanism for payment disputes.
