Finland approves the UN agreement on the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction. The national Marine Protection Act will be supplemented so that high seas projects are brought within the scope of environmental impact assessments and permit procedures.

Reforming snow dumping and environmental permits

Transferring fisheries fund audit duties
Audit duties for the European Maritime, Fisheries and Aquaculture Fund will be transferred from the Ministry of Agriculture and Forestry to the Ministry of Finance. At the same time, the Ministry of Agriculture and Forestry will officially be assigned responsibility for managing technical assistance under the fund.

Introducing maritime spatial planning
A maritime spatial planning system will be established in Finland to reconcile different uses of the sea and environmental protection in territorial waters and the exclusive economic zone. The coastal regional councils will be jointly responsible for drafting the plans.
