    Permit procedures and requirements for construction will be eased in order to speed up construction and reduce the administrative burden. For example, the mandatory climate report will be removed for builders of detached and semi-detached houses, and binding deadlines will be set for municipal building supervision authorities to process permit applications.

    Centralising decisions on ancient monuments

    Permits to alter ancient monuments and the determination of the boundaries of protective zones will be transferred from the ELY Centres (Centres for Economic Development, Transport and the Environment) directly to the Finnish Heritage Agency. At the same time, application and decision-making procedures will be clarified.
