Extending exceptions for vocational skills demonstrations
Skills demonstrations in vocational education and training can be completed under exceptional arrangements until the end of July 2022 if the coronavirus epidemic prevents them from being carried out in authentic work situations. Students may then demonstrate their competence through compensatory practical tasks organised at educational institutions.

Flexibility in vocational competence demonstrations
Competence demonstrations in vocational education and training could be completed through other practical tasks corresponding to authentic work situations if operating in workplaces is not possible due to the coronavirus epidemic. This flexibility would enable studies to progress and students to graduate despite exceptional circumstances.

Reforming transport qualifications and emergency preparedness
Heavy vehicle drivers will be able to obtain their professional qualification by taking examinations alone, and the local knowledge component will be removed from the taxi driver examination. At the same time, qualification requirements for authority vessels will be made more flexible and large transport companies will be required to prepare for disruptions.

Vocational education and training reform
Vocational education and training for young people and adults will be combined into a single system in which studies are individually tailored for each student. The funding and steering of education will be reformed to emphasize the acquisition of skills and employment rather than study time alone.
