Restricting nicotine pouch sales and flavours
Nicotine pouches will be brought under the Tobacco Act, making their sale in shops subject to a licence and prohibiting online sales. Nicotine and flavour restrictions will be set for the products, and the possession of all tobacco substitutes will be prohibited for persons under 18 years of age.

Taxing e-cigarette liquids
Liquids used in electronic cigarettes will become subject to tobacco excise duty from the start of 2017. The tax will apply to both nicotine-containing and nicotine-free e-cigarette liquids.

Private individuals will be permitted to order electronic cigarettes and nicotine liquids from abroad until the end of 2016. Orders seized by Finnish Customs will be returned to customers.

Tightening tobacco and e-cigarette regulation
The new Tobacco Act brings electronic cigarettes under strict regulation and adds pictorial health warnings to tobacco packaging. At the same time, online sales of tobacco and electronic cigarettes will be prohibited and banning balcony smoking in housing companies will be made easier.
