    Regulating short-term rentals and energy efficiency

    An annual limit of 90 days will be set for the short-term rental of an unoccupied home in local detailed plan areas, exceeding which will require a building permit. At the same time, provisions on zero-emission buildings and energy efficiency in line with EU directives will be added to the act.

    The obligation concerning energy certificates will be extended to cover detached civil defence shelters and greenhouses, among others. At the same time, the terminology of energy certificates will be clarified and harmonised with other building legislation.

    Nearly zero-energy standard for new buildings

    New buildings must be constructed as nearly zero-energy buildings in accordance with obligations under an EU directive. The requirement applies to new construction projects for which the building permit application is submitted from the beginning of 2018 onwards.
