Stepping up public procurement oversight
The Finnish Competition and Consumer Authority (KKV) will be given more time to intervene in illegal public procurements and refer them to the Market Court. At the same time, public procurement notification practices and forms will be updated in line with EU rules.

Reforming fuel stockpiling obligations
Rules on the compulsory stockpiling of natural gas and other imported fuels will be updated. The obligation to stockpile natural gas will apply to gas users and sellers instead of importers, including smaller operators.

Approving maritime counter-terrorism agreements
Finland will accede to international protocols aimed at combating maritime terrorism and the proliferation of weapons of mass destruction. The agreements give authorities the right to stop and inspect vessels suspected of offences in international waters with the consent of the flag state.

Abolishing the waste oil charge
The waste oil charge levied on lubricating oils and preparations will be abolished from the beginning of 2020. However, government grants for waste oil management may be paid from previously accumulated funds until the end of 2021.

Clarifying rules on emergency oil stocks
Provisions concerning the availability and accessibility of Finland's emergency and compulsory oil stocks will be specified in line with an EU directive. The amendment writes the requirements into law more clearly, but does not alter current stockpiling practices.
