Strengthening measures against school bullying
The means available to schools and educational institutions to intervene in bullying and disruptive behaviour will be clarified, and the support provided to pupils and students will be strengthened. In general upper secondary schools and vocational education and training, staff will be placed under an obligation to notify guardians of bullying and violence.

Reforming daycare staffing and quality
A new Early Childhood Education and Care Act will be enacted in Finland to strengthen the pedagogical quality of early childhood education and care and clarify regulation in the sector. The reform will raise the qualification levels of daycare centre staff and establish a national database for early childhood education and care.

Reforming qualification recognition and fees
The Finnish National Agency for Education will be able to issue certificates of competence required for working in the EU also in professions not regulated in Finland, such as ski instructors. At the same time, fees for applications for the recognition of degrees and qualifications will have to be paid in advance.

Criminal record checks in short-term employment
Employers will be able to check the criminal background of persons working with children also in employment relationships lasting under three months. Requesting a criminal record extract will be based on the employer's own discretion and risk assessment, and will not be mandatory.
