Clarifying criteria for disability services
A provision will be added to the Disability Services Act to help distinguish the need for assistance typical of a stage of life from a specific need for support resulting from a disability. Disability services will be granted in situations where the need for support differs from that typical of people of the same age and general social services are insufficient.

Limiting non-urgent veterinary services for pets
Municipalities will be required to organise non-urgent veterinary services for pets only based on regional need, but urgent care and services for production animals will still be guaranteed everywhere. The revised Veterinary Care Act will enter into force on 1 January 2026.

Reforming government services' regional presence
The traditional central government regionalisation model will be abandoned and replaced by nationwide planning for government services and units. The Government will draw up a plan for each parliamentary term to steer the placement of government functions and the multichannel availability of services.

Expanding municipal employment trials to new municipalities
New municipalities and trial areas are added to the municipal trial for promoting employment. In these areas, services and interviews for unemployed jobseekers will transfer from the public employment services (TE services) to the municipalities.

Binding staffing ratio for elderly care
A statutory minimum staffing ratio of at least 0.7 employees per client will be introduced for 24-hour housing services with care and long-term institutional care for older people. In addition, a uniform national RAI assessment system will be introduced for assessing the need for regular services for older people.

Expanding freedom of choice in health and social services
Clients will be able to freely choose a public, private or third-sector provider for their health and social services. The right of choice will apply in particular to primary-level health and social services centres, dental care, and services acquired using a service voucher or a personal budget.
