Abolishing the Housing Fund of Finland
The Housing Fund of Finland will be abolished, and state-subsidised housing construction will be financed directly from the state budget. At the same time, a guarantee fee will be introduced for new state interest-subsidy loans, though it will not be charged on student housing or housing projects for special groups.

Reforming energy certificates and emissions calculation
Information on whole life-cycle climate emissions will be added to energy performance certificates for buildings, and a voluntary building renovation passport will be introduced to support renovation planning. Requirements for calculating carbon footprints and complying with limit values for new buildings will be phased in to cover all new buildings, including detached houses.

Reforming right-of-occupancy restrictions and selection
Loss-making and underutilised right-of-occupancy buildings could be relinquished, allowing residents to buy their dwelling or remain as tenants. Paid queue numbers for housing applications would be abolished in favour of allocating homes in order of receipt of applications.

Improving interest subsidies for ARA housing
The interest subsidy terms for state-subsidised affordable housing production will be improved, and making provision for rental building renovations will again be permitted within rents. At the same time, the rules, official liability and supervision concerning resident selection for rental housing will be clarified.

Increasing student and youth housing grants
The state will increase the investment grant provided for the construction, acquisition and renovation of rental housing intended for students and young people. The change would increase the supply of affordable small rental flats, especially in growth centres.
