Finnish citizens or long-term residents of Finland will be able to be extradited more flexibly to another EU or Nordic country to serve a prison sentence or stand trial. Decisions on extradition will always be based on a court's case-by-case assessment.

Extending the Nordic higher education agreement
The agreement between the Nordic countries on admission to higher education will be extended until the end of 2018. Nordic citizens can continue to apply to higher education institutions in other Nordic countries on the same terms as local applicants.

Streamlining enforcement of Nordic debt instruments
Finland will begin accepting certificates on the enforceability of promissory notes issued by courts and other authorities in Norway and Denmark. Previously, the certificate was required specifically from the ministries of justice of those countries.
