Establishing a police reserve
A police reserve will be established in Finland for serious disruptions and emergency conditions. The reserve will consist of police students and police-trained individuals who do not work as police officers.

Official abolition of local districts
The obsolete division into local districts and the related Act on the Principles for Developing State Local Administration will be repealed entirely. Police departments' operating areas will be defined directly on the basis of the division into regions and municipalities instead of local districts.

Transfer of police chief appointments
The appointment of heads of police departments will be transferred from the Ministry of the Interior to the National Police Board. At the same time, the duty of police leadership and the Finnish Security and Intelligence Service (Supo) to report significant matters to the ministry will be specified.

Streamlining fundraising and permitting small collections
Organising fundraising will be made easier and more flexible through a new Money Collection Act. Non-profit organisations will be granted permits valid until further notice, and anyone will also be able to organise a small collection merely by submitting a notification to the police.

Reforming police leadership qualification requirements
The qualification requirements for senior police management will be raised to statutory level and harmonised with the rest of central government. Leadership positions will require a suitable higher university degree instead of the previously restricted list of qualifying degrees.
