Organising supervision of critical raw materials
Finland will introduce official duties and supervisory responsibilities under the EU Critical Raw Materials Regulation. Authorities will supervise labelling on products containing magnets, and mining sector operators will be required to investigate the raw material potential of their extractive waste.

Expanding the range of biofuel feedstocks
The range of raw materials approved for the production of transport biofuels and biogas will be expanded in line with EU regulation. Fuel distributors will be able to use new raw materials, such as industrial side streams and certain crops, to meet their distribution obligation.

Accelerating permit procedures for critical raw materials
Raw material projects deemed strategic by the EU will be given priority in the processing of environmental and water permits and before the courts. In addition, the Regional State Administrative Agency for Northern Finland will become a nationwide single point of contact that coordinates permit procedures and monitors their time limits.

Updating EU references in the Narcotics Act

Opening Russian rail transport to competition
Rail transport between Finland and Russia will be opened to competition on the Finnish rail network, ending VR's exclusive right to transport services. All railway undertakings licensed in the EU will be able to operate rail transport between the countries.
