Maritime qualifications and transport doctor requirements
The validity of seafarers' qualifications will be automatically extended by six months due to the exceptional circumstances caused by the coronavirus pandemic. At the same time, doctors practising with restricted rights will be prevented from being approved as maritime or railway doctors.

Transferring transport duties to regions
The transport duties and staff of the ELY Centre (Centre for Economic Development, Transport and the Environment) will be divided between the regions to be established, the Finnish Transport Infrastructure Agency and the traffic control company. Regions will become responsible for regional road maintenance and public transport, but ownership of the highway network will remain with the state.

Reforming rail transport competition and permits
Domestic rail passenger transport will be opened to competition and the regulation of the sector will be completely reformed to comply with EU requirements. At the same time, permit processes in the rail sector will be harmonised and the administrative burden on private sidings will be reduced.

Transferring traffic control to a state company
The maritime, rail and road traffic control operations of the Finnish Transport Agency are to be converted into a wholly state-owned limited liability company. The reform aims to accelerate the utilisation of traffic data in new digital services.

Updating rules on rail traffic with Russia
Provisions on rail traffic between Finland and Russia will be updated to reflect a new agreement between the countries. A Russian railway company will no longer be required to hold a separate safety certificate when operating between the national border and the nearest Finnish border station.

Opening Russian rail transport to competition
Rail transport between Finland and Russia will be opened to competition on the Finnish rail network, ending VR's exclusive right to transport services. All railway undertakings licensed in the EU will be able to operate rail transport between the countries.
