Reforming wellbeing services county funding
Funding for wellbeing services counties will be altered so that a larger share is directed towards preventive promotion of health and wellbeing and annual fluctuations in funding are smoothed out. At the same time, central government spending will be temporarily reduced by cutting the transitional balancing supplement received by the City of Helsinki in 2026 and 2027.

Developing Keva's risk management and services
Keva's obligation to assess the risks of its operations will be tightened and reducing the risk of work disability will be made one of its statutory duties. At the same time, the services supporting work ability provided by Keva will be extended to cover central government employers as well.
