    Plea bargaining will be expanded to cover aggravated narcotics offences, aggravated robberies and aggravated human trafficking. A person suspected of an offence can receive a more lenient sentence by confessing to their act, which speeds up and eases the judicial process.

    Finland's terrorism legislation will be reformed to make it clearer and more comprehensive. Penalties imposed for terrorist offences, as well as for preparing and promoting them, will be toughened.

    The Finnish Border Guard will receive broader powers to investigate human trafficking and money laundering independently and to use secret methods of obtaining intelligence in preventing and solving serious crimes. At the same time, undercover operations and simulated purchases online as well as controlled information source activities will be enabled for border guards.

    Employment protection for victims of piracy

    The employment contract and payment of wages of a seafarer held captive as a result of piracy or armed robbery will continue throughout captivity. In addition, the rules governing rest periods and complaint procedures for ship personnel are clarified.
