Extending business debt collection protections
Temporary price caps on debt collection costs for businesses will be extended until the end of April 2022 to ease payment difficulties caused by the coronavirus crisis. At the same time, the use of a demand for payment under threat of publication (a draft) will be restricted and the response time for it will be extended.

Temporary caps on business debt collection
Temporary price caps will be placed on collection costs for claims collected from businesses and corporations to prevent the payment difficulties of businesses suffering from the Covid crisis from deepening. At the same time, the use of draft collection, which carries the threat of public listing, against small businesses and sole traders will be restricted.

Clarifying unemployment insurance and entrepreneur definitions
Liability to pay unemployment insurance contributions will be regulated independently without a link to occupational accident insurance. At the same time, the definition of an entrepreneur in the Unemployment Security Act will be clarified to correspond to concepts in pension legislation.

Easing business tax payment arrangements
Businesses can temporarily have value added tax (VAT) paid in early 2020 refunded and transferred to a payment arrangement. At the same time, the late-payment interest rate on eased tax payment arrangements will be reduced to 3 per cent.

The Office of the National Bailiff and 22 local enforcement offices will be merged into a single nationwide National Enforcement Authority. At the same time, enforcement will be divided into rapid basic enforcement and more demanding extensive enforcement to streamline the processing of cases.

State compensation for forest damage control
Landowners can be compensated from state funds for costs arising from measures to control extensive forest damage and for tree growth losses. The compensation scheme will be aligned with European Union state aid rules for a fixed period.

Registration requirement for debt collection
Fixed-term licensing for debt collection activities will be abolished and replaced with a registration procedure that remains valid until further notice. Operators collecting debts on behalf of others must register with the Regional State Administrative Agency for Southern Finland.
