Non-military service can officially be carried out in wellbeing services counties and joint municipal authorities. In addition, persons performing non-military service will also receive the right to 12 days of parental leave when an adopted child joins the family.

Expanding grounds for interrupting studies
Students at the Emergency Services Academy will be able to interrupt their studies or defer starting them for the duration of military service, non-military service, and family leave without losing their place of study. The change aligns the rules of the Emergency Services Academy with other educational institutions.

Streamlining military and non-military service
Conscripts will have to begin their military service no later than the year in which they turn 29. At the same time, call-ups will be streamlined and repeated call-up orders will be abolished in cases where a court has dismissed charges of refusal to perform service.

Reforming non-military service rules and compensation
A person who has applied for supplementary service can return to the Finnish Defence Forces reserve without an age limit if they have not yet started their service. In addition, accommodation allowances paid to non-military service places will be increased and procedures during states of emergency clarified.

Centralising government grant payments
The disbursement, recovery and supervision of government grants and compensation granted by the ELY Centres will be centralised at the KEHA Centre. At the same time, the administrative duties of the Centre for Non-Military Service will be transferred from the Southeast Finland ELY Centre to the KEHA Centre.
