Reforming health and social organisation funding
State grants for health and social services organisations will be paid directly from the state budget instead of gambling proceeds. A separate act will be enacted on grant activities for organisations and the duties of the Funding Centre for Social Welfare and Health Organisations.

Expanding health and social services merger control
Mergers and acquisitions in health and social services will temporarily be subject to broader regulatory scrutiny without the usual turnover thresholds. The aim of the amendment is to prevent excessive market concentration in the sector before the upcoming health and social services reform.
