Broadening substitute social worker eligibility
A person who holds a relevant higher education degree in social services or social sciences and has completed basic and intermediate studies in social work may also serve as a substitute social worker. The reform will ease the shortage of staff in the social services sector and in child welfare in particular.

Capping child welfare caseloads
A statutory maximum caseload would be set for child welfare social workers so that workers have more time to focus on each child's situation. A single social worker could be responsible for a maximum of 35 children in 2022–2023 and a maximum of 30 children from 2024 onwards.
