Criminalising Holocaust and war crimes denial
Public denial or gross trivialisation of genocide established by international courts, such as the Holocaust, and other serious war crimes will be made a punishable offence in Finland. The act will be punishable if it incites hatred or violence and disturbs public order.

Adding war crimes to the ICC
Finland will approve the amendments to the Rome Statute of the International Criminal Court, expanding the court's jurisdiction to investigate and try war crimes. The use of certain prohibited weapons and the starvation of civilians will also be included within the court's jurisdiction in internal conflicts.

Criminalising enforced disappearance
Finland will accede to the UN convention protecting people from enforced disappearance. At the same time, a new penal provision will be added to the Criminal Code on disappearances carried out by authorities or with their consent.

Approving the Kampala amendments
The proposal would approve the amendments to the Rome Statute of the International Criminal Court made at the Kampala Review Conference in 2010, which concern the crime of aggression and the definition of war crimes, as well as related amendments to the Criminal Code and the Coercive Measures Act.
