    Restricting early childhood education and care

    A child's right to municipal early childhood education and care will be limited to 20 hours a week if the parents do not work or study full-time. The right to full-time care will still be retained for children of parents in full-time work or studies, as well as in situations where it meets the needs of the child or the family.

    Restoring full-time early childhood education

    All children will again be entitled to full-time early childhood education and care regardless of their parents' labour market status or family leave. At the same time, private child care allowance will be paid in full without means testing.
