Finland and Norway agree on new rules for fishing in the Teno River to protect and restore weakened salmon stocks. Fishing times will be shortened and the number of tourist fishing licences cut significantly.

Reforming Nordic defence materiel cooperation
Finland will adopt a revised agreement on defence materiel cooperation with Denmark, Norway and Sweden. The reform creates a framework for joint procurement between the countries and deepens cooperation between authorities and the defence industry.

Merging gambling operators into Veikkaus
Finland's three gambling operators, Veikkaus, RAY and Fintoto, will be merged into a single wholly state-owned gambling company named Veikkaus Oy. The new company will receive the exclusive right to operate gambling in Finland, and proceeds will continue to be channelled to public-benefit purposes.

European patent court division in Finland
A local division of the European Unified Patent Court will be established in Finland. This will allow patent disputes to be heard domestically in Finnish, Swedish and English.

Opening Russian rail transport to competition
Rail transport between Finland and Russia will be opened to competition on the Finnish rail network, ending VR's exclusive right to transport services. All railway undertakings licensed in the EU will be able to operate rail transport between the countries.

Extending the Nordic higher education agreement
The agreement between the Nordic countries on admission to higher education will be extended until the end of 2018. Nordic citizens can continue to apply to higher education institutions in other Nordic countries on the same terms as local applicants.
