    Tightening young persons' rehabilitation allowance

    The conditions for vocational rehabilitation for young people will be clarified, and rehabilitation allowance will as a rule no longer be paid for the duration of Nuotti coaching. In addition, young persons' rehabilitation allowance will become subject to a needs test during educational institution holiday periods, and earned income will begin to reduce the benefit paid.

    Schools may transition to partial or full remote teaching if the local coronavirus situation requires it in the spring term of 2021 as well. The youngest pupils and those needing special support will nevertheless continue in in-person teaching despite the exceptional arrangements.

    Facilitating vocational rehabilitation for youth

    Young people aged 16–29 will be able to access Kela's vocational rehabilitation and receive a rehabilitation allowance without an illness or injury diagnosis if their functional capacity is impaired. The reform will particularly help young people outside education and employment to receive early support for life management and employment.
