Plea bargaining will be expanded to cover aggravated narcotics offences, aggravated robberies and aggravated human trafficking. A person suspected of an offence can receive a more lenient sentence by confessing to their act, which speeds up and eases the judicial process.

Clarifying recognition of foreign professional qualifications
The rules governing the recognition of professional qualifications and professional traineeships acquired in another EU or EEA country will be specified. At the same time, the rules on equating foreign higher education degrees with degrees completed in Finland will be clarified.

Revising the Nordic health care agreement
The agreement between the Nordic countries on the mobility of health care professionals will be amended so that the recognition of professional qualifications follows the EU Professional Qualifications Directive. At the same time, the agreement will be updated regarding the exchange of supervisory information between authorities.

Clarifying recognition of professional qualifications
The European Professional Card will be deemed granted automatically if the required aptitude test is not organised within the deadline. In addition, individuals who received a conditional decision under the previous act will be enabled to obtain final qualification for the police.
