Significantly stricter penalties for firearms offences
Penalties for firearms offences and the possession of bladed weapons would be tightened substantially, and carrying an unlicensed firearm in a public place would generally result in an unconditional prison sentence. In addition, transferring or handling a firearm for the purpose of committing a serious offence would be criminalised as a separate offence.

Reforming covert intelligence gathering
The powers of the Finnish Border Guard concerning covert intelligence gathering will be reformed and aligned with the provisions of the Police Act and the Coercive Measures Act. Telecommunications surveillance permits will be granted directly in respect of a person, and covert intelligence gathering on information networks will be possible with a lower threshold.

Coercive measures used by the police and other authorities in criminal investigations will be clarified and made more effective. At the same time, the protection of fundamental rights for persons subjected to coercive measures and victims of crime will be improved.

The secret intelligence-gathering methods and powers of apprehension available to the police will be clarified and made more effective. Telecommunications interception and monitoring permits will be linked to persons, and the powers of the police to operate in telecommunications networks and to prevent homicides will be expanded.
