Safeguarding supplementary pension and sickness funds
Supplementary pension foundations and funds established earlier will be allowed to continue their operations to their previous extent to pay voluntary supplementary pensions. Small sickness funds and other insurance funds that have received an exemption will also be permitted to continue operating below the statutory minimum size.

Establishing the National Courts Administration
An independent agency, the National Courts Administration, will be established in Finland to take over administrative and support tasks for the courts from the Ministry of Justice. The reform will strengthen the independence of the courts and make the functioning of the judiciary smoother.

Expanding criminal liability for terrorism offences
Participation in the activities of a terrorist group and incitement to terrorism offences will become more broadly punishable. At the same time, authorities will be granted the right to use secret coercive measures and intelligence-gathering methods to prevent and investigate these offences.

Temporary postponement of prison sentences
The start of conversion sentences for fines and unconditional prison sentences will be temporarily postponed due to the coronavirus epidemic. No new reporting dates will be set by the end of July 2020 for sentenced offenders arriving in prison from liberty.
