Harmonising funding for TUVA education
The funding level for the new preparatory education for programmes leading to an upper secondary qualification (TUVA education) will be harmonised across different types of educational institutions. At the same time, education provider licences and municipalities' right to organise education will be clarified.

Extending compulsory education to 18
Compulsory education will be extended until the age of 18, and upper secondary studies will become free of charge for students. At the same time, transitional education between basic education and upper secondary education will be merged into a new preparatory education programme.

Optional second national language experiment
A fixed-term experiment will be organised in comprehensive schools, allowing pupils to study a foreign language instead of the second national language. Participation in the experiment will be voluntary for both education providers and pupils.

Ending study grant index adjustments
Annual index adjustments to the study grant will be abolished, meaning the grant amount will no longer increase automatically in line with the cost of living. At the same time, the parental income limits for 18-to-19-year-old upper secondary students living independently will be raised, and the eligibility conditions for student financial aid for studying abroad will be made more flexible.
