Easing hazardous substance restrictions
Pipe organs and certain machinery with a traction motor would be exempted from restrictions on hazardous substances in electrical and electronic equipment. In addition, the costs of examining and testing non-compliant equipment could be recovered from companies directly through enforcement.

Extending business prohibitions to self-employed professionals
A business prohibition could also be imposed on private self-employed professionals, and authorities could more readily ask the police or Finnish Customs to investigate the prerequisites for a prohibition. At the same time, it would ensure that the mere materialisation of business risk and insolvency does not lead to a business prohibition.

Implementing the new fine procedure
The handling of minor criminal cases outside the courts will be reformed as the new fine and petty fine procedure is brought into force. The police, Finnish Customs and the Finnish Border Guard will be able to impose fines directly for certain offences with the suspect's consent.
