Easier smoking bans in housing companies
Housing companies would be granted the right to ban smoking on residents' balconies and in apartments by their own decision without a municipal permit process. At the same time, the sale of CBD and certain other cannabinoids in tobacco products and tobacco substitutes would be prohibited.

Banning smoking indoors in prisons
Smoking will be prohibited indoors in prisons, but prisoners will be permitted to smoke outdoors during outdoor exercise. In addition, prisoners will be guaranteed a statutory right to free support and replacement therapy for smoking cessation.

Smoking will be banned entirely in closed prisons, both indoors and outdoors. In open institutions, smoking will continue to be permitted outdoors.

Standardising tobacco packaging and extending smoking bans
Packaging for tobacco products and electronic cigarettes will be standardised in appearance without brand logos or appealing colours. In addition, smoking will be banned in playgrounds and on public beaches.

Smoking ban in cars with children
Smoking in a private vehicle would be prohibited if a child under the age of 15 is on board. The ban aims to protect children from the adverse health effects of passive smoking.
