Easing residence permits for students and researchers
Students from outside the EU and EEA will be granted a residence permit for the entire duration of their studies at once. The post-graduation or post-research residence permit for jobseeking and starting a business will be extended to two years.

Faster entry for specialists and students
Finland will introduce a long-term visa for students, researchers, corporate executives and employees of certified employers, as well as their family members. Under the reform, individuals granted a residence permit could travel to Finland immediately without waiting for a residence permit card.

Longer residence permits for researchers
Researchers and doctoral students arriving from outside the EU will be granted longer residence permits than before. A researcher pursuing a postgraduate degree will be able to receive a residence permit for up to five years at a time.

Facilitating research use of statistical data
An official researcher and data service will be created for Statistics Finland, through which researchers and authorities can access datasets more quickly and extensively. At the same time, Statistics Finland's rights to collect data from various registers will be expanded.

European greenhouse gas headquarters in Finland
The statutory seat of the European greenhouse gas observation system, ICOS ERIC, will be located in Finland. The organisation will be granted official legal personality and an exemption from value added tax (VAT) on its purchases.
