Preventing lane-switching for asylum seekers
Asylum seekers who receive a negative decision will no longer be able to apply from within Finland for a residence permit on the grounds of work or studies; instead, they must leave the country and apply for the permit from abroad. At the same time, grounds for refusing a residence permit will be tightened, and identity verification with a national passport will be required.

Extending transition periods for health data environments
The introduction of the secure operating environments required for research and other secondary use of health and social data will be postponed by one year until May 2022. The entry into force of the notification procedure for significant health findings made in research will also be postponed until the beginning of 2024.

Streamlining research use of health data
Health and social services client data can be utilised more easily and quickly for purposes such as scientific research, statistics and innovation activities. Data permits and the combining of datasets will be centralised under a single authority, and data will be processed in supervised, secure data environments.

Expanding the pool of living organ donors
A kidney or other non-regenerative organ can also be donated by a person other than an immediate family member, such as a friend, a more distant relative or an anonymous donor. The reform will increase the number of organ transplants and shorten patients' waiting times.

Enhancing Nordic competition oversight
Finland will accede to the Nordic cooperation agreement on competition matters. Nordic competition authorities will be able to exchange information and carry out requests for information and inspections on each other's behalf.

Abolishing official approvals for water testing
Companies carrying out water quality monitoring studies will no longer be required to hold separate official approval. The quality of studies will instead be ensured through general sector standards and certified quality management systems.
