Extending the last pension institution principle
Pension applicants will receive their earnings-related pension through a single decision even when their career includes working at the Bank of Finland or in Åland's public sector. In addition, pension institutions' access to health data will be sped up by enabling electronic retrieval of data directly from the Kanta services.

Raising minimum age for Kela benefits
The minimum age for the national pension, guarantee pension, rehabilitation allowance and sickness allowance paid by Kela will rise from 16 to 18 years. The change aligns the age limits for social security benefits with the end of compulsory education and the age at which parents' maintenance liability ends.

Flexibility in pensions and grant cover
Viewing an earnings-related pension record online will replace posting a paper record for three years, and grant recipients will be able to adjust their pension cover during a grant period if their work situation changes. At the same time, employers' liability for disability pensions from short employment relationships will be eased.

The accrual of earnings-related pension during periods of sickness and parental allowance will be aligned with the new annual earnings system. At the same time, the processing of pension matters will be streamlined and pension accrual from undeclared work will be restricted.

More flexible working on disability pension
People on a disability pension will be able to work more flexibly without fear of losing their entire pension. Earned income exceeding the monthly exempt amount and the annual flexibility allowance would reduce the pension only by the excess amount.

Improving basic security and parental allowances
The minimum sickness and parental allowances, rehabilitation allowances and the guarantee pension will be increased, and the annual ceiling on medicine expenses will be lowered. At the same time, the rights of single parents, adoptive parents and multiple-birth families to parental allowances will be improved.

Clarifications related to the 2017 pension reform and corrections clarifying implementation are made to the earnings-related pension acts and certain social security benefits. Among other things, the changes ensure that retroactive disability pensions can be received without being prevented by rehabilitation allowance, and harmonise the limitation periods for insurance contributions.
