Easier open higher education for jobseekers
Jobseekers aged 25 or over will be able to complete open higher education studies without restrictions on the duration or scope of the studies and without losing their unemployment benefit. Studies will no longer need to be reported to employment authorities, but the obligation to apply for and accept full-time work will remain unchanged.

Tightening job search obligations and sanctions
Meetings for jobseekers in the employment services will be made more flexible, and applying for jobs referred by the authorities will become immediately mandatory. At the same time, unemployment security sanctions will be tightened so that entitlement to benefits will be lost for a fixed period as early as the first failure to comply.

Reforming services and job search obligations
Unemployed persons will be required to apply regularly for at least four jobs a month, and meetings with them will begin every two weeks in the initial phase of their job search. The sanctions system for unemployment security will be made more lenient so that a first failure to seek work results in a reminder without loss of benefit.

Statutory cooling-off periods for ministers
The right of ministers to take up new duties after the end of their term of office could be restricted by a cooling-off period of up to one year. The restriction would prevent conflicts of interest and the exploitation of confidential information obtained in the Government.

Unemployed persons will be subject to a stricter obligation to accept offered employment and participate in employment services under threat of losing their unemployment benefit. Employment must be accepted more broadly than before, including outside one's own occupational field and commuting area.

Unemployed people will be able to complete short-term and part-time studies more freely without losing their unemployment benefit. At the same time, a full job-seeking requirement will be imposed on those studying independently on unemployment benefit who hold a vocational qualification.

Introducing Job Market Finland and IT reform
A new nationwide information system package and the Job Market Finland service platform will be introduced in the public employment services (TE services). Jobseekers will be able to publish an anonymous job search profile on the service, which employers can utilise in recruitment.

Streamlining the municipal employment trial
Municipalities participating in the municipal employment trial will be transferred further straightforward unemployment security duties from the public employment services (TE services) to speed up service. Jobseekers will also be able to transfer to become clients of another municipality or the public employment services (TE services) on grounds such as linguistic rights or safety reasons.

Introducing the unemployment activation model
Unemployment benefit will decrease by 4.65 per cent if an unemployed person does not work sufficiently or participate in employment services during a three-month monitoring period. At the same time, the waiting period at the start of unemployment will be shortened from seven days to five days.
