Reforming services and job search obligations
Unemployed persons will be required to apply regularly for at least four jobs a month, and meetings with them will begin every two weeks in the initial phase of their job search. The sanctions system for unemployment security will be made more lenient so that a first failure to seek work results in a reminder without loss of benefit.

Employment services in unemployment funds
Unemployment funds will be able to offer their members employment-promoting services, such as job placement, advice and coaching. Organising the services will be voluntary for the funds, and participating in them will be voluntary for jobseekers.

Improving seafarers' working conditions and protection
The rules of the Maritime Labour Convention will be updated to improve the position, well-being and occupational safety of seafarers. At the same time, obligations will be laid down concerning private recruitment and placement services in the maritime sector and the reporting of fatalities to the authorities.
