Safeguarding essential functions during strikes
Trade unions will be placed under an obligation to safeguard essential functions during strikes, such as human life, health, and safety. If the duty of care is breached, a court may prohibit the industrial action and employers may order employees to perform emergency work in acute emergencies.

Restricting political and sympathy strikes
The duration of political strikes will be limited to a maximum of 24 hours, and restrictions will be placed on sympathy industrial actions to prevent harm to third parties. At the same time, fines imposed for illegal strikes will be increased, and an employee may be ordered to pay a fee for continuing a strike found to be illegal.

Economic considerations in labour dispute mediation
The National Conciliator and the conciliation board for labour disputes will be required to take into account the overall interest of the national economy and the functioning of wage formation in their conciliation work and settlement proposals. The National Conciliator or a conciliator appointed by them will also chair the conciliation board.

Ensuring essential care during industrial disputes
The life and health of patients and home care clients would be safeguarded during industrial disputes by making it possible to assign personnel to essential care duties. When necessary, the authority could postpone or suspend a strike and oblige healthcare professionals to perform client and patient safety work.
