The act lays down new sustainability requirements for solid and gaseous biomass fuels, such as wood fuels and biogas. The amendment will ensure that bioenergy used in energy production is produced sustainably and that its emission reductions are adequate.

Flexibility for the biofuel distribution obligation
Fuel distributors will be allowed to carry over a larger share of their 2020 biofuel surplus to the following year's obligation. At the same time, supervision of the distribution obligations for biofuels and bio-fuel oil will be transferred from the Finnish Tax Administration to the Energy Authority.

The wind power feed-in tariff scheme will be closed to new projects once the statutory quota is filled. Entry into the scheme will require a valid quota decision, which will remain valid until the beginning of November 2017 at the latest.
