    Penalties for minor infractions related to the transport of dangerous goods will change from criminal fines to administrative fees. The police, Finnish Customs and the Finnish Border Guard will be able to impose a traffic penalty fee directly for such acts, and supervisory agencies will be able to impose a penalty payment.
